Battery cycle life is tested by most part of the battery manufacturers. it is used to indicate the battery loss in the rated battery life. one cycle means the period completely done of a battery pack discharge completely and charge them to the full capacity  

Every time you charge or discharge to your battery. It decreases the ability of storage. A normal Li-ion battery owns a 300 times cycle life. But the cheap battery pack will be much less. Generally speaking. When the battery cycles 300 times, the function performance will be obviously poor. you are required to replace another new battery when the cycle time excess 400 times.

So. What do other battery resellers means “we are not about to provide this information”, It means they are not confident to show us their products are perfect. As a fact, most of the suppliers we can find in the market will not provide the performance data. they use only “A grade ” as their marketing terms. You have to pay attention when your reseller can give you only blurry marketing words without any real data.
